Information has reached me that the Coolie dealers or contractors in Macao "have determined to transfer their favours to Amoy, from whence a number of Coolies have hitherto been collected & thither brought.
It is said to be intended to ship the Coolies as free 'Labourers' to Manila; & the Coolie dealers anticipate no difficulty in coercing & shipping them off from that colony, under the Spanish colonial rule, "with contracts which they will be coerced into signing.

It will be well that you should put the Chinese Authorities on their guard, if possible prevent the transfer to your Post of any such nefarious traffic.
